    On 10/11/2018 at 1106 hours, Prince of Wales State Troopers contacted 33 year old Hydaburg resident Tony Stevens at the Klawock Airport. Investigation determined Stevens violated his conditions of probation by consuming controlled substances. Stevens was arrested and remanded to the Craig Jail pending arraignment.

    On 10/11/2018 at 1251 hours, Prince of Wales State Troopers contacted 43 year old Craig resident Harry McNamara at the North Cove Harbor in Craig. Investigation revealed McNamara had an outstanding warrant for Unlawful Contact 1st Degree. McNamara was arrested and remanded to the Craig Jail pending arraignment.

    UPDATE:

    On 10/22/18 at 1630 hours, AST contacted Ian Lleshi at a residence on E. Good Fishin Avenue in the Caswell Lakes Subdivision in Willow. Lleshi was in possession of numerous stolen items confirmed from 3 separate incidents in the previous month in the Willow area. Lleshi was arrested for the original charges of Burglary in the 1st Degree x 3 counts, Burglary in the 2nd Degree, Vehicle Theft in the 1st Degree x 2 counts, Theft in the 2nd Degree x 3 counts, Theft in the 3rd Degree, and Criminal Mischief in the 4th Degree x 3 counts. Lleshi was transported to the MSPT facility in Palmer and remanded into custody where he was held without bail. Investigation continues regarding other incidents in the area including the vehicle pursuit.

     

    On 10/09/2018, at approximately 0727 hours, the Alaska State Troopers attempted to stop a grey 1999 Dodge 1500 pick-up truck near mile 63 of the Parks Highway in Willow for speeding and driving recklessly. Investigation revealed the truck failed to stop and a traffic pursuit ensued. The truck eluded AST by driving in excess of the speed limit and nearly colliding with a civilian vehicle. AST attempted to safely end the pursuit by using the pursuit intervention maneuver (PIT), but the truck took evasive maneuvers and struck the patrol vehicle. The driver exited the truck while it was still in motion and fled on foot into the woods near the Nancy Lake Parkway.  An AST K9, AST Helo 3 and State Park Rangers searched the area, but were not able to locate the suspect. Further investigation revealed the truck was stolen from a residence on Dolly Varden Drive in Willow. Anyone with information about this incident or who had to take evasive action to avoid a collision during the pursuit is encouraged to contact the Alaska State Troopers at 352-5401 or Crime Stoppers at 745-3333. This incident is still under investigation.

    On 10/11/2018 at 0342  hours, Alaska State Troopers conducted a traffic stop on a 1995 GMC Sierra pick up for a moving violation on Bodenburg Loop in the Butte. The driver was contacted and identified him as Joshua Daukutak, age 35 of Palmer. Investigation revealed Dakutak had an active no bail arrest warrant on an original charge of Criminal Mischief 4th Degree. Dakutak was placed under arrest and transported to Mat Su Pre-trial where he was remanded on the warrant.

    On 10/10/18 at approximately 2343 hours, Alaska State Troopers contacted a suspicious vehicle near Hollywood Rd and Shamrock St in Wasilla.  Investigation revealed the driver, Kevin McManus age 26 of Wasilla, had an outstanding warrant for his arrest for Failure to Appear on the original charge of Misconduct Involving a Controlled Substance.  McManus was arrested and transported to the Mat-Su Pretrial facility and remanded into custody with bail set at $100.

    On 10/10/2018, at approximately 0400 hours, Alaska State Troopers responded to the Tesoro station at the intersection of Seward Meridian and the Palmer Wasilla Highway for a report of a disturbance.  Investigation revealed that the person that caused the disturbance, Keith Joe, age 30 of Anchorage, had violated conditions of release from a previous arrest.  Joe was arrested and transported to the MATSU Pre-Trial Facility where he was remanded without bail.

    On 10/10/2018, at approximately 1901 hours, Alaska State Troopers responded to a residence in vicinity of the intersection of Willow Fishhook Road and Sunny Drive in Willow for a report of a disturbance.  Investigation revealed that Jessica Thomas, age 32 of Willow, had assaulted another person at that residence and caused damage to the residence.  Thomas was arrested and transported to the MATSU Pre-Trial Facility where she was remanded without bail on charges of Assault 4 (DV) and Criminal Mischief 4 (DV).

    On 10/8/18 at 1320 hours, Alaska State Troopers - Bethel Violent Offenders Unit arrested Napakiak Tribal Police Officer William Smith, age 22 of Napakiak, for Sexual Abuse of a Minor in the Second Degree.  This arrest was made during a separate investigation into an unrelated incident.  The separate incident is of TPO William Smith Sexually Assaulting a woman that was in his care for protective custody at the public safety office in Napakiak. 

    The Bethel Violent Offenders Unit has assumed case responsibility. Investigation is on-going and more charges are to follow.

    On 10/10/18 Emmonak AST was notified of a DV assault in Emmonak. Investigation revealed Jimmy Yupanik, 23 yoa of Emmonak, assaulted his girlfriend. Jimmy was arrested on one count of assault in the third degree and transported to YKCC in Bethel. Alcohol was a factor in this incident.

    On 10/10/18 Emmonak AST was notified of a DV assault in Kotlik. Investigation revealed Stephen Andrews, 35 yoa of Kotlik, assaulted his uncle. AST searched the village for Stephen and was not able to locate him. A warrant was requested for Stephen’s arrest. He was charged with one count of assault in the fourth degree. Alcohol was factor in this incident.

    On 10-11-18 at approximately 1300 hours Alaska State Troopers contacted John M. Baker II (age 27 from Mentasta Lake) as the driver of a blue, 2007, F150 during a traffic stop near mile 1314 of the Alaska Highway after Baker had been called in a dangerous driver (REDDI).  Subsequent investigation revealed that Baker had been operating the vehicle under the influence and impaired by alcohol.  Baker also had three minor children as passenger in the vehicle.  Baker was arrested for DUI and three counts of Endangering the Welfare of a Child I.  Baker was transported to the Tok Trooper Post and later released on conditions.

    On October 10, 2018 at 1649 hours AST received a report that a driver of a GMC truck was slumped over in his seat near Riverview Quickstop which is on Badger Road.   The driver reportedly had a firearm in his hand with his finger on the trigger and a bottle of beer next to him.  AST responded and identified the driver as Jeffery M. Whaley, 35 of Fairbanks, who is a convicted felon.  AST made verbal contact with Whaley and tried to convince him to exit the truck and submit to an arrest. Whaley refused to comply. AST, assisted by Fairbanks Police Department, deployed armored rescue vehicles and pinned Whaley’s vehicle in place to contain the incident.  Efforts to gain Whaley’s compliance were unsuccessful.  AST launched chemical agents inside the truck in an attempt to dislodge Whaley.  The last less-lethal munition, which was  used in a manner consistent with the manufacturer’s guidelines, discharged in the truck after Whaley sat on it. Shortly thereafter, Whaley exited the truck with his clothing on fire.  AST extinguished the fire and detained Whaley.   Emergency medical personnel that were staged nearby immediately rendered medical attention.  Whaley was transported to Fairbanks Memorial Hospital to be treated for his injuries.  Charges are being forwarded to the district attorney’s office.

    On 10/10/18 at approximately 2355 hours, Soldotna AST conducted a welfare check on a vehicle that was parked on Sandy Lane in Kenai. The sole occupant of the vehicle was identified as, Christy Weaver, age 30, of Nikiski. Weaver admitted to driving shortly before AST arrival. Investigation revealed Weaver was driving under the influence. Weaver was taken into custody and remanded to Wildwood Pretrial for Driving Under the Influence. Upon arrival to Wildwood Pretrial, Weaver was found to be in possession of a controlled substance and was charged additionally with Promoting Contraband in the First Degree, no bail.

    On 10/11/18, the Alaska Wildlife Troopers, Juneau post, issued Michael Kilmer, age 58, of Juneau, a summons for taking a brown bear as a resident without first obtaining a metal locking tag.  Arraignment was set for Thursday, October 11, 2018 at 1100 hours in the Juneau District Court.

    On 9-25-18 while observing activity near Caribou Lake trail AWT observed a male stop his pickup in the middle of Willard Road, exit his vehicle, and while standing in the road, fire several shots from a .22 rifle at a spruce hen which he then retrieved.  Through investigation the male was later identified as Kiril Kalugin, age 49 of Homer.  Kalugin was cited for violation of 5AAC92.080.

AK Bureau of Highway Patrol

    On 10/10/18 at 2111 hours, the Alaska State Troopers in Seward were notified of an InReach device activation for an adult male that sustained an injured leg while hunting. Investigation revealed John Reid, age 33 of Wasilla, fell and sustained a significant injury to his leg and was not able to walk. Reid was near the 1400 foot elevation level of the Spruce Creek Drainage, which is south of Lowell Point in Seward. The Alaska State Troopers requested the assistance of the Alaska Rescue Coordination Center. RCC dispatched a military helicopter to the area. The helicopter crew located Reid and transported him to an Anchorage area hospital for treatment for his injury.
