    On 01/31/2019 at approximately 1805 hours, the Alaska State Troopers received a REDDI (Report Every Dangerous Driver Immediately) Report of a vehicle leaving the Tesoro gas station near mile 49 of the Parks Highway, heading towards Wasilla. A matching vehicle was located on Pittman Road and Midnight Sun Road. The driver of the vehicle, 49 year old Norman Sandstol of Anchorage, was arrested for Driving while Under the Influence and Refusal to submit to a Chemical Test.

     On 12-27-18, AST received a report regarding a juvenile receiving sexually explicit photographs from Jeffrey Phillip, 33 of Kwigillingok.  During the time frame of the report, Phillip was employed as a Tribal Police Officer (TPO).  An interview was conducted with the victim who disclosed that since the age of 11, Phillip had abused the victim multiple times.  Phillip also sent sexually explicit photos of his genitals to the victim and took nude photos of the victim without their knowledge. On 1-30-2019, a Bethel grand jury indicted Phillip for SAM I x 4, SAM II x 2, Incest x 2, Distribution of Indecent Material to Minors x 1 and Felony Indecent Viewing or Photography x 1.  A $50,000.00 warrant was issued for his arrest. On 2/1/2019 at approximately 1250 hours, Phillip was taken into custody without incident and remanded to YKCC. This case was investigated by Trooper Investigators with the Violent Offenders Unit based in Bethel.

    Type: SAM II x 4, SAM III x 1, Incest and Indecent Exposure

    On 12-13-18, a concerned citizen from the village of Kwethluk reported to a Village Police Officer that a young child was sexually abused by Timothy Fisher, 47 of Kwethluk. On 1-31-2019, investigation resulted in a grand jury indicting Fisher on charges of SAM II x 4, SAM III x 1, Incest and Indecent Exposure. A warrant was issued for Fisher's arrest in the amount of $100,000. AST took Fisher into custody on 2-1-2019 at approximately 1430 hours in the village of Napaskiak. Fisher is being transported to YKCC by Troopers. This case was investigated by the Bethel Violent Offenders Unit.

    Type: Sexual Abuse of a Minor 2nd Degree

    On 7/23/18, Dillingham AST received a report that Devin Darrough, 56 of Dillingham, had sexually abused two children multiple times over the past couple years. The abuse was reported to have occurred within the city of Dillingham.  At the time of the report, Darrough was the corrections supervisor of the Dillingham Contract Jail, which is run by the Dillingham Police Department.   In cooperation with Dillingham Police Department, Dillingham AST assumed case responsibility. After a lengthy investigation, on 1/31/19, Darrough was indicted for two counts of Sexual Abuse of a Minor 2nd Degree. With the assistance of Dillingham PD, Dillingham AST arrested Darrough on the night of 1/31/19 at about 2200 hours.  Darrough was transported to the Dillingham Jail where he was without bail, pending arraignment.

    On 2/1/19 at approximately 1610 hours, Soldotna Base AST received a report of a disturbance at a residence in Nikiski. AST responded to the residence and investigation revealed Holly Smith, age 27 of Nikiski, had assaulted a member of the household. Smith was taken into custody and remanded to Wildwood Pretrial Facility for DV Assault in the Third Degree, no bail.

    On February 1, 2019 at approximately 8:00pm, AST and USFS conducted a traffic stop on a vehicle at Mile 66 of the Seward Highway for a moving violation.  The driver, Anthony Kitchen, 31 years old of Kenai, was found to have an active arrest warrant.  Kitchen was arrested, remanded to the Anchorage Jail on arrest warrant 3AN-16-04092CR FTA OC OUI/PTRP ASAP and held on $750 bail.

    Type: Take Deer Closed Season x 3, Take Game with artificial light x 3

    On 1/18/2019, Kodiak District court found Mark A. Joiner, age 22 of Kodiak guilty on three counts of take deer closed season and three counts of take game with artificial light.  Joiner was fined $9,000.00 with $3,000.00 suspended, his ATV and firearm were forfeited to the State of Alaska, his hunting privileges in Alaska are suspended until 1/18/2021 and he is on probation until 1/18/2020.  Joiner was also ordered to pay $1,200.00 in restitution for the three illegally harvested Sitka Blacktail Deer.

    Type: Commercial Dungeness crab closed season

    On 11/2/17 during a patrol on the P/V Cama’i, the Alaska Wildlife Troopers pulled and inspected 156 commercial Dungeness crab pots belonging to the F/V Silver Fox, operated by Raleigh Eager age 47 of Kodiak. All 156 commercial Dungeness crab pots were baited and in fishing configuration after the season had closed on October 31, 2017.  The 156 Dungeness crab pots were seized and transported back to Kodiak.  On 1/15/19 Eager pled guilty on five counts of commercial Dungeness crab fishing during a closed season. Eager was fined $25,000 and the 156 Dungeness crab pots were forfeited to the State of Alaska.

AK Bureau of Highway Patrol

    Type: Motor Vehicle Collision - Injury

    Dispatch Text:

    On 2-1-19, at approximately 1554 hours, The Alaska State Troopers Bureau of Highway Patrol responded to mile 6.8 Pitman Road in Wasilla for a vehicle vs. pedestrian collision. The investigation revealed Worden Leland Bourn, age 57 of Wasilla, was driving a 1989 Ford pickup northbound near mile 6.8 Pitman Road when a pedestrian, Joseph Edward Link, age 31 of Wasilla, walked into the roadway and crossed in front of the oncoming vehicle.  The Ford pickup’s mirror struck Link in the arm. Link sustained non-life threatening injuries and was transported to Mat-Su Regional Hospital for treatment. Bourn was not injured and was wearing his seat belt. Damages to the Ford pickup are estimated at $100.00.  Further investigation revealed Link was intoxicated.  No citations were issued.
