    Dispatch Text:

    On February 11, 2019 at about 2:45PM, the Alaska State Troopers on Prince of Wales island located 54 year old Richard Carle at a residence in Hydaburg.  Carle was arrested on an outstanding warrant and transported to the Craig Jail where he was remanded without bail.

    On 2/12/19 at 1350 hours, Alaska State Troopers arrested Benjamin Bingham on an outstanding arrest warrant on Sherwood Lane.  Bingham was wanted on a $250.00 warrant for Failure to Appear for Failure to Stop at the Direction of an Officer.  Bingham was transported to and remanded at Lemon Creek Correctional Center without incident.

    Location: Willow
    Type: Warrant Arrest

    Dispatch Text:

    On 2/11/2019 at 1000 hours, South Central SERT, CNT, Helo-3 with a TFO, and Palmer Troopers responded to a residence on Barehook Street in Willow for a high risk warrant service to arrest Siegfried Pedersen, 63 of Willow. Upon arrival, Pedersen was observed entering his residence. He ignored the presence of AST and ignored multiple commands to exit the residence. SERT gained access to the inside of Pedersen’s residence and multiple tactics were used to dislodge Pedersen, to include the use of chemical munitions. SERT members eventually went inside the residence but were not able to locate Pedersen on the initial sweep. K9 Skippy was deployed into the home and was able to indicated that a person was in the crawl space. Pedersen was removed from the crawl space and taken into custody. Pedersen was not injured during the incident and was also cleared by EMS prior to being transported to MSPT where he was held without bail for several felony warrants to include; Felony Probation Violation on the original charges of MIW 2 x(2) and Assault 3 x(2).

    On 2/12/19 at approximately 0516 hours, Alaska State Troopers responded to a report of a disturbance that began off of Bettina Way in Wasilla. Investigation revealed Jesse Hill, age 32 of Wasilla, was in a property dispute over vehicle ownership when he assaulted two adult victims with the intent to take possession of the disputed property. One of the victims was transported to MSRMC for minor injuries. Hill was arrested for two counts of Robbery 1st, Assault 2nd and Assault 3rd. Hill was transported to MSPT where he was remanded with no bail.

    On 02/05/2019, at approximately 0334 hours, Alaska State Troopers conducted a traffic stop on a vehicle traveling southbound on Meadow Lakes Loop.  The vehicle was occupied by Brian Pinckley, age 27 of Wasilla, and Kelsey Munholland, age 24 of Houston, and was impounded for unrelated issues when Troopers observed items of concern in the vehicle.  A search warrant was completed and a search of the vehicle was searched.  Multiple types of controlled substances were discovered.  Charges to be forwarded to the DA.

    On 02/11/2019, at approximately 2307 hours, Alaska State Troopers responded to an address on Ella Louise Circle in Wasilla for a report of an assault.  Investigation revealed that Davin Matteson, age 26 of Anchorage, had assaulted a person at the residence.  Matteson was arrested and transported to the MATSU Pre-Trial Facility where he was remanded without bail on a charge of Assault 4 (DV).

    Type: Criminal Mischief 3, Criminal Trespass 1, Warrant Arrest, and Resisting Arrest

    On 02/12/2019, at approximately 0046 hours, Alaska State Troopers responded to an address in vicinity of Horizon Drive in Wasilla for a report of a residential alarm showing glass breakage and the front door being kicked in.  Investigation revealed that Joseph Marquis, age 35 of Wasilla, had broken a window at the residence in order to gain entry, had an outstanding warrant for his arrest, and resisted arrest.  Marquis was transported the MATSU Pre-Trial Facility where he was remanded without bail on a charge of Criminal Mischief 3, Criminal Trespass 1, and Resisting arrest.  Marquis was also remanded for the warrant with a bail of $1,000.00 Cash Appearance.

    On February 12, 2019 at 1836 hours the Alaska State Troopers responded to a report of a domestic disturbance. Suspects have been identified and the case will be forwarded to the District Attorney's Office. The suspects' identity cannot be released until formally charged.

    On 2/12/2019 at about 1400 hours, Alaska State Troopers responded to the Village of Tuluksak and contacted Kevin Peter, age 32, of Tuluksak, at his residence for an outstanding arrest warrant. Kevin was arrested and remanded to Yukon-Kuskokwim Corrections Center, without incident. Kevin was booked for the warrant on the original crime of: Assault 3 (x2) and Burglary 1 (x2). Bail was set at $1,500.00.

    On 2/11/19 at approximately 2225 hours, the New Stuyahok VPSO contacted Wassillie Johnston, age 27 of New Stuyahok, regarding a REDDI report indicating Johnston had been driving recklessly in the village and appeared intoxicated.  Investigation revealed Johnston had been operating a motor vehicle while intoxicated and he was arrested for DUI. He was held at the New Stuyahok Jail until he was released per the court bail schedule.

    On 2/12/19 at approximately 1334 hours, Dillingham AST began investigating a report of a man in Manokotak who was making threats to kill people.  Investigation revealed Jeffrey George, age 27 of Manokotak, had threatened to kill multiple people, and had conducted threatening behavior, causing people to fear he would injure them.  AST responded and arrested George for two counts of Assault 3. He was booked at Dillingham Jail with no bail pending arraignment.

    The Elliot Highway is now open.

    AST is currently preventing traffic from continuing northbound on the Elliot Highway near the weigh station due to police activity at 3 mile Elliot Hwy. Traffic is blocked in both directions by AST and Fairbanks Police Department. The highway will be blocked until further notice. An update will follow when the highway is opened.

    *UPDATE*

    Investigation lead to:

    The driver, identified as Steven Phillips, age 33 of Fairbanks being charged with Theft II (x6), Theft IV, and Violating Conditions of Release.

    The front passenger, identified as Troy Jennings, age 29 of Fairbanks being charged with Theft II (x2), Forgery II (x3), Theft III, Theft IV, and Violating Conditions of Release.

    Additional charges for the rear passenger, as previously identified as Troy Towse, age 41 of Fairbanks being charged with Theft IV and Violating Conditions of Release.

    Savannah Harding, age 22 of Juneau being charged with Forgery II, Theft II, and Theft III.

    Breanna Dodge, age 41 of Fairbanks being charged with Forgery II, Theft II, and Violating Conditions of Release.

    Daniel Heppeard, age 59 of Fairbanks being charged with Forgery II and Theft II.

    All seized mail is being redistributed back to its rightful owners, and AST has been in contact with the Postal Inspector regarding this incident.

    On February 11, 2019 at approximately 0356 hours, an Alaska State Trooper observed two individuals sprinting away from the row of mailboxes on the north side of Chena Hot Springs Road, in between Smallwood Trail and Jamal Drive. The two individuals got inside a white colored Pontiac Grand Am, which took off down Jamal Drive. AST conducted a traffic stop on the vehicle, which was occupied by three males. Mail addressed to an address of Smallwood Trail was stuck to the vehicle's rear antenna and spoiler. Additionally, more mail addressed to addresses off Funk Road was observed on the floor in the rear of the vehicle. The rear passenger was identified as Troy Towse, age 41 of Fairbanks. Investigation lead to Troy's arrest. He was remanded to FCC for one count of MICS IV, one count of False Report, Probation Violation, and three Felony no bail warrants. The other two occupants were released on scene. The vehicle and all mail were seized. Theft charges for all three individuals are pending further investigation. Anyone with additional information is encouraged to call the Alaska State Troopers in Fairbanks at 451-5100. Additionally, anyone who notices their mail has been stolen is encouraged to call the Postal Inspector at 1-877-876-2455.

    Type: Assault in the Fourth Degree (X 2), Criminal Mischief in the Fourth Degree, and Violation of Condition of Release

    On February 11th, 2019 at 1928 hours, The Alaska State Troopers received a report of a domestic disturbance at 3737 Swenson Avenue. Multiple AST units responded and contacted Katie Barton, 30 years old of Fairbanks. Katie was walking away from the residence when AST made contact with her. When AST attempted to detain Katie in order to conduct a Domestic Violence investigation, Katie immediately assaulted an Alaska State Trooper by placing her hand around the Troopers throat. Katie was immediately arrested for assaulting a peace officer. The investigation resulted in Katie's arrest for two (2) counts of Assault in the Fourth Degree, Domestic Criminal Mischief in the Fourth Degree, and Violation of Condition of release. Katie was remanded to the Fairbanks Correctional Center without further incident.

    On 2/11/2019, at approximately 1230 hours, Alaska State Troopers received a third-party report of an after the fact assault in the Kenai area. Following an investigation, David Wolf, 26, of Kenai was charged with one count of Assault in the Second Degree, and two counts of Assault in the Forth Degree, all crimes of domestic violence. David was arrested and transported to wildwood pretrial facility.

    On 2/11/2019, at approximately 0830 hours, Alaska State Troopers responded to a residence in Nikiski for a death investigation. Investigation revealed that, Robert Scott, 82, of Kenai had passed away. Next of Kin has been notified. No foul play is suspected at this time.

    On 02/07/2019 at 1101 hours, Troopers received a report of a stolen snowmachine and trailer from a residence on Skyline Drive in Homer.  Mildred Martin reported her son's red Polaris Indy GT had been stolen along with a two place snowmachine trailer sometime within the last two days.  The investigation is ongoing.

    On 02/08/2019 at 1052 hours, Troopers responded to Razdolna for a report of Iosif Basargin, 38 of Razdolna, was violating his conditions of release in a criminal case.  An investigation showed Basargin was in violation of his conditions by contacting the victim in a the previous case.  Further investigation determined Basargin was stalking the victim also.  Basargin was arrested and remanded into the Homer Jail where he was held pending arraignment.

    On 2-12-2019 at 1203 hours Troopers were at a residence in Soldotna and contacted William Samson 60, of Soldotna. Soldotna dispatch confirmed Samson had an active warrant for PTRP and failing to contact Wildwood with no bail and 10 days to serve. Samson was arrested and remanded at Wildwood Pretrial.

    On 2/6/19, Alaska Wildlife Troopers Prince of Wales Post contacted the FV SudarKing as it was conducting a commercial offload of Geoducks. Crewmember Jason M Moore (40 y/o) of Ketchikan  was issued a citation for not having a current ADF&G commercial crewmember license. The owner and permit holder on the vessel, Sergiy Chepurko (28 y/o) of Washington State was issued a citation for employing an unlicensed crewmember. Both have an optional appearance in the Prince of Wales District Court with bail set at $270 each.
