AK18015947Location: GustavusType: Death Investigation Natural Causes
On 3/8/18, at 1733 hours, AST received a report of a death at a residence in Gustavus. Investigation revealed that George Ewing II, age 59 of Gustavus, was found deceased in his residence by a family member. No foul play is suspected and the State Medical Examiner's Office released the body to the next of kin.

AK18015883Location: WasillaType: Vehicle Theft
On 3/8/2018 at approximately 1425 hours, Alaska State Troopers received a report of a silver 1990 Chevrolet pickup, AK plate JKU590, that had been stolen from the area of Pittman Road and Parks Hwy. Anyone with information regarding this incident is encouraged to contact Matcom dispatch at 352-5401 or Mat Su Crimestoppers at 745-3333.

AK18016000Location: PalmerType: Vehicle Theft
On 3/9/18 at 0049 hours AST received a 911 call from a complainant who was reporting that unknown persons were stealing a vehicle from the Harvest Motors car lot at 6900 Lea St. in Palmer. The complainant reported that they were following the suspect vehicle a white Chevy crew-cab truck and the stolen vehicle a black 2005, 2500 HD Chevy Duramax through the subdivision to Shennum and Palmer Wasilla Highway. The suspects in the stolen vehicle put the vehicle in reverse and rammed the complainant’s vehicle disabling the vehicle. The suspects turned east towards Palmer on the Palmer Wasilla Highway and fled the area. There were no reported injuries. Investigation continues

AK18015691Location: TOGIAKType: Assault 4, Criminal Mischief 5 DV
03/08/2018 0000 hours, Togiak Troopers, VPO and TPO responded to a report of a domestic disturbance in Togiak. Investiagation revealed Amanda Franklin (22) assaulted and damaged personal property of a household member. She fled the scene prior to Law Enforcement arrival. An Arrest Warrant was requested and granted. On 03/09/2018 at 1015 hours, Amanda Franklin was contacted at her residence and taken into custody. Bail set at $1000. Awaiting arraignment.

AK18015624Location: Pilot StationType: Assault/Trooper involved shooting
The Troopers involved that fired their service weapons during the incident on 3/8/2018 have been identified as:
-Trooper Daron Cooper, a 10 year veteran of the Alaska State Troopers currently assigned to B Detachment Palmer Patrol
-Trooper Charles Withers, a 5 year veteran of the Alaska State Troopers currently assigned to B Detachment Palmer Patrol
-Investigator Shayne Calt, a 14 year veteran of the Alaska State Troopers currently assigned to the Alaska Bureau of Investigation
-Investigator Curtis Vik, a 16 year veteran of the Alaska State Troopers currently assigned to the Alaska Bureau of Investigation
ABI investigators were able to respond to Pilot Station to conduct the on scene investigation on 3/9/2018. On 3/10/2018, Heckman’s remains were transported to the SME’s office in Anchorage for autopsy. Investigation is ongoing.
Correction: On 3/8/18 at approximately 1230 hours, a Trooper attempted to contact Heckman at his residence. Heckman was not located at his residence and was later seen on a ATV in the community. When the Trooper attempted to stop Heckman, Heckman got off his ATV, produced a handgun, put the gun against his own head and ran toward the woods. The Trooper drew his sidearm and took cover behind the ATV as the suspect fled into the woods. At approximately 1430 hours Heckman was again spotted by the Trooper. Heckman fired multiple rounds and then ran further into the woods.
Update: The name(s) of the trooper(s) involved in the officer involved shooting will be released at the completion of a 72-hour administrative leave. Under most circumstances involving an Officer Involved Shooting, the Trooper(s) involved are almost immediately able go on the required administrative leave, however this incident occurred in a rural Alaska community in which troopers from outside of their patrol area had to be deployed. The Trooper(s) have not been able to return from the incident and administrative leave has not yet commenced. Once the Trooper(s) is able to return to their regularly assigned areas, the mandatory leave will begin which is expected to occur shortly.
UPDATE: On 3/8/2018 at approximately 1700 hours, additional Troopers were able to reach Pilot Station and assisted the one Trooper and the local VPOs with holding the perimeter around the suspect who was still in the woods. Troopers with Southcentral SERT began arriving in Pilot Station at approximately 1840 hours. At approximately 1930 hours, SERT attempted to contact the suspect and there was an exchange of gunfire. The suspect was found deceased by SERT personnel at approximately 2020 Hours. No other injuries have been reported. ABI will respond on 3/9/2018, weather permitting, to investigate the totality of the incident. The deceased has been identified as Dwight Heckman, 27 of Pilot Station. His next of kin have been notified. Per department policy, the Trooper(s) involved will be placed on a standard 72-hour administrative leave. At the completion of ABI's investigation, the case will be turned over to Department of Law's Office of Special Prosecutions and Appeals for review.
Original Release: On 3/7/18, at about 1631 hours, St. Mary’s Troopers were notified of multiple shots being fired in the community of Pilot Station. Information received indicated that a man had assaulted an adult female by striking her and strangling her at a local residence. Following the initial assault on the female, the suspect dragged the victim out into the street where he fired multiple rounds from a handgun in close proximity to her before fleeing the area on a snowmachine. It was further reported that the female was safe with family. AST was not able to immediately respond to the community due to weather. On 3/8/18 at approximately 1230 hours, a Trooper attempted to contact the suspect at his residence. The suspect pulled out a handgun and pointed it in the direction of the Trooper as the Trooper took cover. The suspect then fled in to the woods behind his residence. At about 1430 hours the suspect was again spotted in Pilot Station by the Trooper. The suspect fired multiple rounds and then fled back into the woods. The Trooper has secured the area and additional resources, to include Southcentral SERT, are now in the process of responding to Pilot Station. This incident is ongoing and updates will be provided when more information is available.

AK18016065Location: New StuyahokType: Search and Rescue
On March 9th, 2018 at approximately 1000 hours, the Alaska State Troopers (AST) received a call from Village Public Safety Officer (VPSO) Wagner in New Stuyahok regarding a report of 2 overdue snow-machiners traveling from Ekwok. It was reported both people were riding 1 snowmachine, and had left Ekwok sometime last night (03/08/2018). At approximately 1200 hours, one of the missing people was located in the village of New Stuyahok. They had walked in search of help, and had left the other person near their stuck snowmachine. A search party was formed and sent out from New Stuyahok to the last known location of the other person. At approximately 1330 hours, AST was notified by VPSO Wagner that the final missing person was located, and had been safely returned home in New Stuyahok. Neither missing person requested medical treatment, and there were no complications from their exposure to the elements.

On March 9, 2018 at 1611 hours, the Alaska State Troopers were notified of theft at the Kivalina store in Kivalina. The investigation revealed a small amount of merchandise was taken. A suspect has been identified. The investigation is on going.

AK18015901Location: KongiganakType: Assault 3rd Degree
On 3/8/2018, John McGeary, age 40 of Kongiganak, was arrested for Assault 3rd Degree. McGeary assaulted a Kongiganak Tribal Police Officer and an Office of Children's Services Social Worker at a residence in the village. McGeary was arrested and remanded to the Kongiganak Jail pending arraignment.

AK18015383Location: Mile 89 Sterling Highway, SterlingType: Improper Use of Plates
On 3-6-18 at 1721 hours, AST conducted a traffic stop at Mile 89 of the Sterling Highway on a white 1990 Subaru after the vehicle was reported as a REDDI. The driver was contacted and identified as Brittney L. Fattore, 28 YOA of Seward. Investigation revealed Fattore was operating the vehicle with the wrong set of license plates displayed that did not belong to her Subaru. Fattore was written a Misdemeanor citation for Improper Use of Plates and she was issued a traffic citation for failing to register her vehicle and was released on her own recognizance.

AK18016010Location: Mile 1.5 K-Beach Road, KasilofType: DUI
On 3-9-18 at 0405 hours, AST responded to Mile 1.5 K-Beach Road for a report of a single vehicle roll over. Upon arrival the vehicle was located upside down in the ditch. The vehicle was identified as a blue 1998 Ford Ranger. The driver and sole occupant was identified as Mark M. Kreidenweis, 67 YOA of Kasilof. Investigation revealed Kreidenweis was driving under the influence of alcohol. Kreidenweis was arrested for DUI and processed at Soldotna AST. Kreidenweis was transported to Wildwood Pretrial where he was remanded on charges of DUI, 1ST offense. Kreidenweis was processed and eventually released O/R on his own recognizance.

AK18015854Location: SewardType: MVC-I
On 3/8/18 at approximately 1256 hours, Alaska State Troopers responded to the intersection of the Seward Highway and Nash Road for the report of a vehicle collision. Investigation revealed Garrett Hansen, age 24 of Seward, was driving south on the Seward Highway in a silver 2003 Acura RSX. Hansen swerved to avoid an object entering his lane and struck a guardrail. Hansen and his passenger reported wearing their safety belts. The passenger was transported to Providence Seward for treatment of non-life threatening injuries. Impairment was not a factor. The vehicle was towed from the scene of the crash.

AK Wildlife Troopers
AK16022456Location: Nome, AK.Type: Unsworn Falsification x 3
On 11/7/18, Alexei A. Klutchnikov, age 50, of Redmond, WA. pled guilty to one misdemeanor charge of Unsworn Falsification II – Applying for Benefit, in Nome District Court. Charges stem from statements made by Klutchnikov during a commercial fisheries compliance check on West Beach in Nome. The resulting investigation showed that Klutchnikov made false statements in an application to participate in the Norton Sound Economic Development Corporation (NSEDC) winter Red King Crab – Community Development Quota fishery. The court ordered Klutchnikov to pay restitution in the amount of $16,588.
On 3/8/18 Alaska Wildlife Troopers in Nome, AK. summonsed, Alexei A. Klutchnikov, age 49, of Nome, AK. on three counts of Unsworn Falsification for making false statements relating to his residency status on Commercial Fisheries Entry Commission application and renewal forms. Arraignment in Nome District Court on 3/23/18.

AK18015913Location: AnchorageType: Felony Alcohol Importation, MICS
On 03/08/2018 Investigators with the Alaska State Troopers Statewide Drug Enforcement Unit, with substantial assistance from Detectives with the North Slope Borough Police Department, seized approximately 84.75 liters of distilled spirits (113 750ml bottles) being illegally transported to the local option community of Utqiagvik (Barrow), AK. Investigators also located and seized approximately 296 grams of hash oil and approximately 73 grams of marijuana. The illegal drugs and alcohol were being transported to Utqiagvik (Barrow) in checked luggage from Las Vegas, Nevada. Street value in Utqiagvik (Barrow), AK of the illegal alcohol and marijuana products is estimated at approximately $70,000. Investigation is ongoing and criminal charges are pending.
