    On 6/11/2019 at approximately 1807 hours, Alaska State Troopers responded to a report of a burglary in the area of Rains Dr. in Big Lake. Investigation revealed approximately $880 worth of items were stolen as well as $300 worth of property damage reported. The case is currently under investigation. Anyone with information is encouraged to contact the Alaska State Troopers at 745-2131 or Crime Stoppers at 745-3333.

    Type: Assault IV DV and Arrest Warrant

    Dispatch Text:

    On 06/12/2019 at approximately 1234 hours, the Alaska State Troopers received a report of a disturbance on W Carmel Road in Wasilla. Investigation resulted in the arrest of Matthew McCarroll, age 32 of Wasilla, for placing a family member in fear of physical injury. Matthew had an outstanding warrant for his arrest on the original charge of violating a domestic violence protective order. Matthew was taken into custody and transported to Mat-Su Pre-Trial where he was held pending arraignment.

    On 06/12/2019, at approximately 1103 hours, the Alaska State Troopers contacted Montague James, age 40, of Wasilla. James had an outstanding warrant for original charge of Vehicle Theft I and Burglary I. James was arrested and remanded to Mat-Su Pre-trial where he was held on $500.00 cash.

    On 6/12/19 at approximately 1125 hours, the Alaska State Troopers in Wasilla received a report of a fuel theft in progress at a property on Sitze Road.  The complainant had caught three individuals on his property preparing to siphon diesel fuel from an excavator on the property. One of the individuals involved fled the scene prior to Troopers' arrival.  Troopers contacted two of the suspects, 33 year old James Sullivan and 28 year old Valarie Ante on the property.  Troopers tracked the third suspect, 30 year old James Oliveri, to a nearby property where he was found hiding under a tarp.  Investigation revealed they had been preparing to steal fuel when they were confronted.  James Sullivan and Valarie Ante were both charged with Criminal Trespass.  James Oliveri was arrested and charged with two counts of Criminal Trespass and Probation Violation.  He was remanded without bail at Mat-Su Pre-Trial.

    On 6/12/2019 at approximately 0940 hours, Alaska State Troopers received a report of a burglary and assault in the village of Egegik. Alaska State Troopers and Wildlife Troopers responded. Investigation revealed Michael V. Alto, age 26, of Anchorage unlawfully entered a residence and physically assaulted two occupants of the residence. Alto was subsequently arrested without incident, transported and remanded into the King Salmon Jail on the charges of Burglary 1st degree and Assault 3rd Degree X 2.

    On 6-11-19 at approximately 1900 hours Alaska State Troopers received the report that Walter Mark (age 70 from Northway) was at a local business harassing customers and employees.  AST responded and contacted Mark.  Mark has a prior trespass from the business and is also on conditions of release stemming from a prior arrest for trespassing and violating conditions of release.  Mark was advised he was under arrest for Criminal Trespass II and VCOR.  As AST attempted to arrest Mark he tried to punch the arresting officer.  Mark is additional charged with resisting arrest.  Alcohol is a factor in this case.

    Type: Fail to Stop for Peace Officer Second Degree

    Dispatch Text:

    On 6/11/19 at approximately 2237 hours, Soldotna AST attempted to stop a white Hyundai Sonata near Mile 86 of the Sterling Highway for traveling 80 MPH in a posted 55 MPH zone inside the Sterling Highway Safety Corridor.  The vehicle failed to stop for approximately a mile and a half before yielding near Mile 88 of the Sterling Highway.  The driver was identified as 17 year old Wyatt Nelson of Sterling.  Nelson was issued a misdemeanor citation for failing to stop for a peace officer in the second degree and a minor offense citation for speeding.

    On 6/12/19 at approximately 0153 hours, Soldotna AST attempted to stop an orange 2012 Chevrolet Sonic near mile 83 of the Sterling Highway for speeding, 61 MPH in a 45 MPH zone.  The vehicle failed to stop and accelerated to speeds in excess of 100 MPH.  A tire deflation device was successfully deployed near mile 93.5 of the Sterling Highway.  The vehicle ultimately stopped at Mile 103 of the Sterling Highway. The driver was identified as Johnny Havird, age 42 of Anchorage, and the passenger was identified as Michelle Charlie, age 21 of Anchorage.  Subsequent investigation resulted in Havird being arrested and charged with fail to stop at the direction of a peace officer in the first, driving while license revoked for DUI, misconduct involving a controlled substance in the third degree, two counts of misconduct involving a controlled substance in the fourth degree, misconduct involving weapons in the second degree, and three counts of misconduct involving weapons in the third degree.  Charlie was arrested and charged with misconduct involving a controlled substance in the third degree, two counts of misconduct involving a controlled substance in the fourth degree, misconduct involving weapons in the second degree, and three counts of misconduct involving weapons in the third degree.  Charlie was additionally found to have a warrant for her arrest out of Anchorage for probation violations on original charges of DUI, vehicle theft I, and fail to stop for a peace officer.  both were remanded to Wildwood Pretrial Facility where they were held without bail pending arraignment.

    On 6/12/19, Alaska Wildlife Troopers, Juneau Post, contacted Britt Crooks, age 34 of Juneau, after an investigation revealed that he had operated a personal use Dungeness crab pot on 6/2/19 that lacked the required biodegradable escape mechanism.  Crooks was issued a $120.00 citation in the Juneau District Court for the violation.

    On 6/12/19, Alaska Wildlife Troopers, Juneau Post, issued Catherine Gitkov, age 71 of Juneau, a $120.00 citation for operating a personal use Dungeness crab pot without a biodegradable escape mechanism as required after inspecting personal use crab pots belonging to her near Spuhn Island on 6/2/19.  The citation was issued in the Juneau District Court.

    On 4/11/2019 The Alaska Wildlife Troopers contacted KEITH HOPPES, Age 61 of Soldotna, at bings landing. Hoppes was observed fishing on the Kenai river. When approached to check his fishing license he was unable to produce a valid 2019 Alaska fishing license. A correctable citation was issued:

    AS16.05.330(a)(1) - Sport Fishing without license in possession 

    Bail was set at $200.

    On 5/29/2019 the Alaska State Troopers Contacted ORLANDO GONZALES, Age 48 of Chugiak, regarding his bear bait sites. Gonzales stated that he had been using the bear bait sites for multiple years within 1/4 mile from the Seward Highway. Gonzales had two bear bait sites located off mile 51 of the Seward highway. Both sites were located and measured at 0.12 miles from the road.

    Gonzales received 2 strict liability violation citations:

    2 X 5AAC 92.044(b)(5)(A): Illegal bear bait within a ¼ mile of a road  

    Restitution for the bear shot in 2018 was included in one of the citations.

    Bail was set at $500 for each bear bait site and restitution for one black bear at $600.

    Total bail of $1600.

    On 6/3/19 Alaska Wildlife Troopers Sitka Post, contacted Nathan Moore, age 36, on board the C/V K-SEA, in Sitka Sound.  Moore was guiding three sportfishing clients.  Investigation revealed Moore had not registered as a sportfishing guide, was fishing more lines than paying clients, did not have a sport fishing license in possession, and had not completed the required portions of his saltwater sportfish guide logbook.  Moore was cited for the offenses 6/11/19.  An arraignment is set in the District Court at Sitka.

    On 6/11/19 Alaska Wildlife Troopers Sitka Post cited Dale A. Bartelds, age 52, of Sitka, for retaining commercial lingcod bycatch while commercial fishing for sablefish.  Lingcod bycatch is prohibited in the sablefish fishery.  An arraignment is set in the District Court at Sitka.

    On 6/8/19 Alaska Wildlife Troopers Sitka Post cited Herbert V. Tennell, age 48, of Port Angeles, WA for complicitly retaining a king salmon less than 28 inches in length while sport fish guiding.  The salmon was seized.  Bail is set at $270 in the District Court at Sitka.

    On 6/11/19 Alaska Wildlife Troopers Sitka Post observed a male later identified as Richard Davis, age 60, of Juneau, deliver rockfish to a local restaurant.  Investigation revealed the fish was not sold to the restaurant, but had been commercially caught and not reported on a fish ticket at the time of offload, as required.  Davis was cited with an arraignment set in the District Court at Sitka.

    Type: Emergency Landing

    Dispatch Text:

    On 06/11/2019 at approximately 2118 hours, Alaska State and Wildlife Troopers in Soldotna were advised by the Kenai Air Traffic Control tower of small plane making a reported emergency landing approximately 18 miles down Mystery Creek Road near Trapper Joe Lake. It was not known if anyone was injured. Wildlife Troopers responded to the area along with Kenai National Wildlife Federal Law Enforcement Officers and were able to contact the plane occupants. The pilot, Paul Dale, 65 YOA of Kenai, and his passenger reported sustaining no injuries after having to perform an emergency landing when their plane suffered mechanical issues. Both the pilot and passenger were transported from the incident location back to their vehicle in Soldotna.
