    On 7/18/19, at approximately 1946 hours, the Alaska State Troopers responded to a disturbance, located off Gold Bullion Blvd in Palmer.  Investigation revealed Gregory Franklin, age 55 of Anchorage, assaulted another person while at the residence.  Franklin left prior to AST's arrival.  Franklin was later contacted in Anchorage and arrested on one charge of Assault III (a class C felony).  Franklin was transported to the Mat-Su Pretrial Facility and remanded into their custody where he was held pending his arraignment.

    On 07/19/2019 at 0930 hours, Alaska State Troopers responded to a residence near Little Meadow Creek in Big Lake for the report of an attempted Burglary. Investigation revealed suspect(s) broke the lock on a door to the residence but were then scared off by a dog. No property was reported to be missing and damages were estimated to be approximately $50. Anyone one with any information is encouraged to call the Alaska State Troopers at 907-745-2131.

    On 07/19/2019 at 1522 hours, Alaska State Troopers responded to a residence near Vine Road in Wasilla for the report of a deceased person. Investigation revealed, John Keller age 54 of Wasilla, suddenly passed away from an existing medical condition. No signs of foul play suspected. The body was released to Keels Funeral Home.

    On 07/19/2019 at approximately 2146 hours, Glennallen AST contacted Hector McConkey during an investigation in Copper Center. AST investigation revealed Hector was violating current conditions of release set by the Glennallen Court by being intoxicated by alcohol and violating his Curfew. Hector was arrested, transported and held at the Glennallen post.

    On July 15, 2019 at approximately 2219 hours, the Alaska State Troopers received a report of a domestic disturbance in New Stuyahok. AST responded, where investigation resulted in the arrest of Alexie Gust, age 41 of New Stuyahok. Alexie was transported and remanded to the Dillingham Correctional Center for one count of DV Assault IV and one count of DV Criminal Mischief V. His bail was set to no bail, and alcohol was a factor.

    On July 04, 2019 at approximately 2339 hours, the Alaska State Troopers received a report of a deceased male near the Old Graveyard Cannery north of Naknek. Life saving measures were attempted, however were unsuccessful. AST responded to conduct an investigation. The deceased male was identified as Wyatt Hansen, age 23 of Naknek. Next-of-kin has been notified, and the investigation is ongoing. Foul play is not suspected.

    UPDATE: On 7/24/2019, an Anchorage grand jury indicted Richard Sears for Murder I and two counts of Murder II in the death of Samuel Brito earlier.

    Also, an incorrect incident number provided for this case in previous dispatches has been corrected.

    UPDATE: On 7/19/2019, at about 1230, Richard Sears, 34, of Togiak was remanded to the Anchorage Jail on a charge of Murder 1 in the death of Samuel Brito.

    UPDATE: The Alaska State Trooper involved in the shooting incident in Togiak on 7/11/2019 that fired his service weapon is identified as Trooper Daniel Sadloske, 18 years of service with the Alaska State Troopers.

    On 07/11/2019, at about 1800 hours, a Togiak based Trooper responded to the sound of shots fired in a residential area near his location. As the Trooper arrived on location he saw a male victim lying in front of a residence and a second male holding a weapon. The Trooper ordered the armed male to drop his weapon, but the male refused to comply. The Trooper fired at least one round from his service weapon, striking and injuring the armed male. The Trooper provided on-scene first aid and assisted in having the injured male medivaced to Dillingham. The male lying on the ground was found to be deceased from apparent gunshot wounds. The Trooper is uninjured. His name will be released after 72 hours.

    A Dillingham based Trooper and Alaska Wildlife Troopers have arrived in Togiak and are securing the scene. Alaska Bureau of Investigations personnel are responding and will investigate this incident. The outcome of the investigation will be reviewed by the Attorney General’s Office of Special Prosecutions to determine if the Trooper’s actions were within state law. The name of the shooting victim found deceased at the scene was Samuel Brito, 61.

Nicole was found to be in possession of a small amount of methamphetamine. Nicole was issued a summons for MICS 4 before being released on scene.

    On 07/18/2019 at approximately 1800 hours AST responded to a welfare check on Gradelle ST. for two unconscious males in a Toyota Corolla. The driver was identified as Alan Simpson age 26 from Fairbanks and the passenger was identified as Anthony Simpson age 19 from Fairbanks. After further investigation AST arrested Alan for Driving While Under The Influence Of Controlled Substances, DUI(Drugs), MISC 4, and 9 counts of VCOR. Anthony was arrested for Possession Of Controlled Substances (Methamphetamine). Both Alan and Anthony were remanded at FCC and held without bail.

    On 07/19/2019 at approximately 0038 hours, Alaska State Troopers conducted a traffic stop on a 2007 Cadillac in Soldotna. The driver, identified as 55 year old Lillian Scroggs of Soldotna, was found to be in possession of a controlled substance. Subsequent to the investigation, Scroggs was arrested, transported, and remanded to Wildwood Pretrial on the charge of Misconduct Involving Controlled Substance in the Fifth Degree.

    On 07/18/2019 at approximately 0520 hours, Soldotna Dispatch was notified that Branden Quinn had been shot outside his residence in Anchor Point by an unknown female. Branden was treated for a non-life threatening injury from a single gunshot wound to his leg. At approximately 0840 hours Homer Police Department notified Anchor Point Troopers that they located the suspect vehicle. After an investigation Joyce Stanfill, 37, of Anchorage was arrested and charged with Assault 2nd, Assault 3rd x2, MIW3, and Tampering with Evidence.

    On July 19, 2019, at 1012 hours, Alaska State Troopers received a report of a plane that had crashed into Tutka Bay east of Homer. There were 7 people on board the DeHavilland Beaver floatplane operated by Rust's Flying Service. Anchor Point troopers responded, along with Homer Volunteer Fire Department personnel, on the Troopers’ patrol vessel P/V Augustine. All 7 occupants of the plane were transported to the Homer Harbor and injured victims were ground transported by Homer Volunteer Fire Department, Anchor Point Emergency Services, and Kachemak Emergency Services to South Peninsula Hospital.

    Joseph Patanella, 57, of Maryland, has been pronounced deceased. Next of kin have been notified. One child is in critical condition and has been transported to an Anchorage hospital. All other passengers appear to have sustained non-life-threatening injuries. The pilot, Engjell Berisha, was not injured. An investigation is ongoing.

    On 7-6-2019, the Alaska Wildlife Troopers contacted Joseph Lorenzen, age 38 of Palmer, while he was operating a motorized vessel on Big Lake. Lorenzen was subsequently arrested for felony DUI, and a $1000 arrest warrant out of Anchorage for violating conditions of release on a previous DUI. Lorenzen transported to Matsu Pre Trial where he was not allowed to bail out prior to his arraignment on 7-7-19. Lorenzen's vessel, a 23 ft. North River jet boat was seized pursuant to the felony DUI. On 7-11-19, a grand jury in Palmer indicted Lorenzen for Felony DUI.

    On 7-13-19, the Alaska Wildlife Troopers contacted Jarrod Taylor, age 48 of Anchorage, in the Little Susitna River near the Parks Highway Bridge after a vehicle he was driving had become stuck in the river. Taylor was issued a mandatory appearance summons into Palmer court for operating a motor vehicle in an anadromous waterway.

    On 6-26-19, the Alaska Wildlife Troopers contacted Timothy Johnson, age 37 of Wasilla, after he had attempted to seal a brown bear at ADF&G in Palmer. Investigation revealed that at the end of 2018, Johnson had inadvertently obtained a 2018 hunting license instead of a 2019 license and had then taken a brown bear without a valid license. Johnson was issued a citation for hunting without a valid license in possession. Bail was set at $270 in Palmer Court.

All were cited for fishing at the mouth of Sheep Creek while it was closed per emergency order. Bail was set at $120 each in Palmer Court. Chancey was also cited for fishing without a license and bail was set at $220 in Palmer Court.

    On 7-18-19, the US Coast Guard contacted the Alaska State Troopers reference the report of an overturned vessel at an ATV trail near Pt. Mackenzie. The Alaska Wildlife Troopers responded to the location via ATV to the area but were unable to locate any vessels in distress. On 7-19-19, Wildlife Troopers conducted a search of the area via helicopter and were unable to locate any vessels in distress. The SAR was concluded as unfounded pending additional information.

    On 07/10/19, a Fairbanks-based Alaska Wildlife Trooper located an oversize mesh gillnet being fished near Rampart on the Yukon River. Investigation revealed the net was being fished by Julie Sullivan, age 54 of Anchorage. Sullivan was issued a summons with an arraignment date in the Nenana District Court on 08/05/19 at 1330 hours for the violation. The net was seized as evidence and the six king salmon in the net were donated to charity.

    On 5/23/2019, Alaska Wildlife Troopers Soldotna Post conducted a Commercial Clam Investigation. Pursuant to the investigation Erasmo Gutierrez Jr. (21 YOA of Milton-Freewater, Oregon), Jesus Camarena (22 YOA of Woodburn, Oregon), Eduardo Flores Rodriguez (21 YOA of Woodburn, Oregon), Victor Vargas Torres (24 YOA of Hubbard, Oregon) and Joel Amaral (55 YOA of Woodburn, Oregon) were all sited for Minimum Legal Size of Clams. Joel Amaral was also cited for Commercial Fishing – Name and Signature Required on Fish Ticket – 1st Offense. All citations issued hold a Mandatory Court Appearance to be held on 8 August 2019 in the Kenai Courts.

    On 7/18/19, Alaska Wildlife Troopers contacted Ennis Dixon, 67, of Homer, during personal use fishery patrol at the Kenai River dipnet fishery. During the contact, Troopers determined that Dixon had caught and retained a dolly varden with a dipnet. Dixon was issued a citation for retaining the dolly varden before being released on-scene.

    On 7/18/19, Alaska Wildlife Trooper contacted John Gallant, 27, of Anchorage, and Taylor Lekity, 23, of Anchorage, during a traffic stop near Kenai. During the contact, Troopers determined that Gallant had a $20,000 felony warrant for his arrest out of Anchorage. Troopers also determined that Lekity was in possession of a user amount of methamphetamine. Lekity was issued a citation on-scene for misdemeanor Misconduct Involving Controlled Substances in the 5th Degree and released on-scene. Gallant was transported and remanded to Wildwood Pretrial Facility on the warrant.

    Type: Molesting Salmon, Waste of Sport Caught Fish

    Dispatch Text:

    On 7/19/19 The Alaska Wildlife Troopers, Kodiak Post contacted Wilfredo JUTIE, 40 YO of Kodiak while he was fishing below the Buskin River weir.  Investigation revealed, Jutie had been fishing in the closed section of river, directly below the weir.  He was also observed throwing rocks at the salmon directly below the weir in an attempt to scare them down stream.  Lastly, Jutie snagged, killed and left on the river bank a Pink Salmon for which he did not intend to retain.  Jutie was issued 2 bailable citations and 2 mandatory court citations for sport fishing in closed waters, failure to release a snagged fish, waste of sport caught fish and molesting salmon. The bailable citations are set at $140.00 for each citation for a total fine of $280.00 and a mandatory court date is set for 8/9/19 at 0830 hours in the Kodiak Courts.
