    Dispatch Text:

    On 08/08/17 at approximately 0222 hours, Alaska State Troopers responded to an address on West Knox Drive in Wasilla in reference to a disturbance.  Troopers contacted Charles Conrad, age 27 of Wasilla, who was found hiding in the attic of the residence.  Investigation revealed that Conrad had an outstanding arrest warrant for Failure to Comply with conditions of probation from the original charge of Theft 2.  Conrad was arrested and transported to Mat-Su Pre-Trial Facility where he was remanded for $5,000.00 bail and court approved third party.

    On 08/07/17 at approximately 2216 hours, Alaska State Troopers were in the vicinity of Wasey Way and Cattail Circle in Houston for a follow up investigation.  Troopers contacted Michael Cooksey, age 40 from Kodiak.  Investigation revealed Cooksey had an outstanding arrest warrant for Failure to Appear on the original charge of Assault 3.  Cooksey was arrested and transported to Mat-Su Pre-Trial Facility where he was remanded and held on $5,000.00 bail plus court approved third party.

    Type: DUI; MIW4th

    Dispatch Text:

    On 08/07/17 at 2315 hours, AST responded to Fairview Loop near Jackson Circle in Wasilla for a vehicle in the ditch report. AST contacted Reuben Niclas, age 30 of Wasilla, in a white 2009 Toyota pick-up at the location. Investigation revealed Niclas was driving under the influence while in possession of a loaded firearm. Niclas was arrested for the original charges of DUI and Misconduct Involving Weapons in the 4th Degree. Niclas was transported to the MSPT facility in Palmer where he was remanded into custody and released O/R when sober.

    Type: Search and Rescue (SAR)

    Dispatch Text:

    On 08/07/17 at about 1537 hours, AST was contacted by 27 year old New York resident  Ian Miller, reporting he and 34 year old Cody Pudano had been hiking around Lake Iliamna and were lost and were unsure where they were in relation to their camp site.  Both parties were not dressed for the weather and they did not have survival gear with them.  Both Pudano and Miller were successfully located one mile from the village of Iliamna around 1733 hours on 08/07/17.  Both parties were uninjured and were returned to their camp site.

    Type: DUI and Endangering the Welfare of a Child in the First Degree

    Dispatch Text:

    On August 08, 2017 at 0115 hours, the Alaska State Troopers in Fairbanks received a report of a possible intoxicated driver; with a child also in the vehicle. AST responded to the area and contacted the vehicle. The driver was identified as Mark Boyle, age 43 of Fairbanks. The passenger was identified as an 11 year old male. Investigation revealed Mark was operating a motor vehicle while under the influence of alcohol. Mark was ultimately placed under arrest, and transported to FCC where he was remanded.

    Type: Motor Vehicle Collision

    Dispatch Text:

    On 8/7/2017 at approximately 2156 hours, Seward Troopers responded to a motor vehicle roll over at mile 54.5 of the Sterling Hwy. Investigation revealed Haichao Chou, 33 from China was driving a white Chevy Coach motor home when the passenger tires caught the soft shoulder. This pulled the vehicle into the ditch resulting in the vehicle rolling over. No one was hurt in the accident. B&D towing removed the vehicle from the ditch.

    Type: Warrant Arrest

    Dispatch Text:

    On 8/6/17 at approximately 2325 hours, Soldotna AST stopped an orange 1996 Ford F-150 for an equipment violation near Mile 21 Kalifornsky Beach Road.  Subsequent investigation found one of the passengers, Anthony Little, age 19 of Soldotna, had two outstanding warrants for his arrest.  Little was taken in to custody without incident and remanded to Wildwood Pretrial Facility on the two arrest warrants.  The two arrest warrants were for failing to appear on original charges of driving in violation of an instructional permit.  Little was held in lieu of $500 bail.

    Dispatch Text:

    On 8/7/17 at approximately 2033 hours, Soldotna AST stopped a green 2000 Ford Explorer for a moving violation near Mile 21 of the Kenai Spur Highway.  Subsequent investigation resulted in the arrest of George Chapman, age 60 of Nikiski, for DUI.  Chapman was remanded to Wildwood Pretrial Facility where he was held in lieu of $1000 bail.

    Dispatch Text:

    On 8-7-2017 at 1800 hours the Alaska State Troopers stopped a Chevy pickup for moving and equipment violations on Moose Run Road in Nikiski.  The driver was identified as Kyle Jack (43 YOA of Nikiski).  Investigation revealed that Jack was driving with a revoked license.  Jack was issued a misdemeanor citation for DWLR and released on scene.

    Dispatch Text:

    On 8-8-2017 at 0905 hours the Alaska State Troopers responded to a two vehicle collision at the intersection of the Kenai Spur Highway and Halbouty Road, in Nikiski.  Investigation revealed Kelly Eshleman (28 YOA of Sterling) was driving her 1996 Chevy Tahoe when she pulled onto the Kenai Spur Highway from Halbouty Road.  Eshleman's vehicle struck a northbound 2005 Dodge Durango that was driven by Mylee Niederhauser (25 YOA of Kenai).  Eshleman's vision was blocked by a truck that was turning onto Halbouty from the Kenai Spur Highway.  Both vehicles were totaled.  Niederhauser was transported to the hospital with non life threatening injuries.  All occupants reported wearing seatbelts.  Eshleman was issued a citation for failure to yield to a vehicle in an intersection.  Both vehicles were towed from the scene.   Alcohol was not a factor in the collision.

    Dispatch Text:

    On 8/7/17 at 1518 hours, Alaska State Troopers conducted a traffic stop on a vehicle on Pipeline Rd. in Nikiski.  Upon contact with the occupants, one of the passengers was identified as Julia Dawn Strouf, age 25 of Nikiski.  Investigation revealed Strouf had an outstanding arrest warrant for Failure to Appear for arraignment with an original charge of Criminal Trespass 2nd degree. Strouf was arrested and remanded at Wildwood pretrial with a $100 bail.

    On 8/7/17, Douglas W. Chaney, age 61 of Lakewood, WA was cited by Wildlife Troopers for operating a commercial salmon seine vessel during a commercial salmon seine fishery that was longer than 58 feet in overall length. He was given an arraignment date of 8/24/17 in the Juneau district court.

    Type: Sport Fish With More Than 1 Line

    On 8/5/17, Alaska Wildlife Troopers, Juneau Post, onboard the P/V Sentry, contacted Larry Jacobs, age 60 of North Carolina, sport fishing for salmon near Homeshore in Icy Strait.  Investigation revealed that Jacobs was sport fishing with the use of 3 lines when regulations allow only the use of 1 line per angler.  Jacobs was issued a $110.00 citation in the District Court at Juneau.

    Location: Excursion Inlet
    Type: Use Sport Caught Fish as Bait, Waste Of Fish

    On 8/5/17, Alaska Wildlife Troopers, Juneau Post, onboard the P/V Sentry, contacted Ronald Rogers, age 70 of Kansas, sport fishing for Halibut in the mouth of Excursion Inlet.  Investigation revealed that Rogers was using sport-caught Coho fillets, and large chunks of sport caught Halibut as bait.  Rogers was issued strict liability citations for using sport-caught fish as bait and waste of fish.  Rogers has a mandatory court appearance in the District Court at Juneau.

    Type: Over-Limit Sockeye Salmon

    Dispatch Text:

    On 8/5/17, Alaska Wildlife Troopers, Juneau Post, onboard the P/V Sentry, contacted Kenneth Olsen, age 19 of Oregon, sport fishing for Sockeye in Hoktaheen Cove.  Investigation revealed Olsen had retained 10 Sockeye when the legal limit was 6.  Olsen was issued a $190.00 citation in the District Court at Juneau for retaining an over-limit of Sockeye Salmon.  4 Sockeye were seized and later donated to a charity.

    Location: Elfin Cove
    Type: Sport Fish Charter Violation

    Dispatch Text:

    On 8/5/17, Alaska Wildlife Troopers, Juneau Post, onboard the P/V Sentry, contacted Charles Patterson, age 63 of FL, while he was acting as a sport fish guide with paying clients onboard.  Investigation revealed that Patterson and his clients were fishing in NMFS halibut regulatory 2C waters after having retained a halibut in regulatory 3A waters.  The halibut measured within the slot limit for 2C waters of 44"-80".  Fisherman on a charter are prohibited from retaining halibut in that slot while fishing on 2C waters.  Alaska regulations prohibit fisherman from possessing fish and fishing on waters where the retention of said fish would be illegal.  Patterson was issued a strict liability citation for the violation and was given a mandatory court appearance in the District Court at Sitka.

    Type: Sport Fish Charter Violation

    Dispatch Text:

    On 8/6/17, Alaska Wildlife Troopers, Juneau Post, onboard the P/V Sentry, contacted John Luman, age 56 of Oregon, onboard a charter vessel near Cape Cross while he was working as a sport fish guide with paying clients onboard.  Investigation revealed Luman had allowed a client to retain a Halibut that measured 45" in length when guided clients are prohibited from retaining Halibut measuring between 44" and 80".  Luman was issued a strict liability citation for limitations on Halibut.  Luman was given a mandatory court appearance in the District Court at Sitka.  The illegal Halibut was seized and later donated to a charity.

    On 8/8/17 at approximately 1259 hours, Alaska State Troopers arrested Michael J. Igou (32) of Anchorage, at the Nesbett Courthouse in Anchorage. Igou was arrested on an outstanding no bail Municipal Warrant for Violating a Protective Order. Igou was remanded to the Anchorage Correctional Complex to await arraignment.
