In February 2019, Kodiak High Intensity Drug Trafficking Area (HIDTA) began an investigation into a source of supply for narcotics to Kodiak identified as Cenen Placencia, 71 yoa of Kodiak. In March 2019 law enforcement served search warrants at C. Placencia’s residence in Kodiak resulting in the seizure of about 247g heroin (2470 user-doses), 13g of crystal methamphetamine (130 user-doses) and cash drug proceeds. Since that time, investigation by Kodiak HIDTA into Placencia continued.
On 11/20/2019, acting on information received from Kodiak HIDTA, Anchorage Airport Interdiction Team investigators contacted Placencia at the Anchorage International Airport prior to the departure of a Kodiak-bound flight. As a result of the contact and prior Kodiak HIDTA investigation a search warrant was issued resulting in the seizure of about 740g of heroin (7400 user-doses) and about 389g methamphetamine (3890 user-doses) that had been trafficked to Alaska. The estimated drug proceeds from the seized drug amounts would have an estimated street value of $400,000 in Kodiak. Placencia was remanded to the Anchorage Jail on federal drug trafficking charges.
Kodiak HIDTA is comprised of members from the Alaska State Troopers Statewide Drug Enforcement Unit, Kodiak Police Department and Coast Guard Investigative Service.
